State reserve approval and public reporting under JORC/KAZRC serve different purposes. A project raising capital usually has to pass both.
Two systems, two purposes
Under national systems, reserves are approved by a state commission on the basis of a cut-off parameter (kondicii) study; categories express the degree of exploration. CRIRSCO-family codes (JORC, KAZRC) require a public statement by a Competent Person that reflects reasonable prospects for eventual economic extraction.
There is no direct conversion
State classification categories do not map mechanically to Measured / Indicated / Inferred. CRIRSCO classification is rebuilt from data quality, geological continuity and geostatistical evidence.
What it means for the project owner
A single database and one geological model fit for both systems save time and remove inconsistencies between reports. It is best planned at the exploration stage, not on the eve of a listing.
